SingHealth Community Hospitals (SCH) is seeking an analytical and governance-focused Assistant Manager, SCH Health Fund (Finance) to manage the financial stewardship of our health endowment and charity funds. Based in Tiong Bahru, you will ensure rigorous financial oversight, compliance, and strategic disbursement aligned with institutional objectives and donor intentions.
In this role, you will collaborate closely with clinical stakeholders, community partners, and centralized finance teams. You will drive end-to-end fund accounting, establish internal controls, spearhead budgeting processes, and deliver actionable financial intelligence to senior management. The ideal candidate brings a proven record in fund governance, non-profit financial frameworks, or public sector healthcare finance.

Tanggung Jawab
- Oversee the financial administration, tracking, and disbursement of the SCH Health Fund in accordance with donor mandates and governance guidelines.
- Manage monthly fund accounting, reconciliation, and balance sheet schedules for all endowment and restricted funds.
- Prepare periodic financial statements, donor utilization reports, and management presentations for the Fund Committee and Board.
- Coordinate internal and external audit exercises to ensure full compliance with Charities Act regulations and Singapore Financial Reporting Standards (SFRS).
- Collaborate with medical social workers and clinical program leads to assess fund application eligibility and streamline disbursement workflows.
- Evaluate fund performance, maintain cash flow forecasts, and monitor investment or treasury-related yields alongside centralized treasury teams.
- Review and enhance internal control policies and Standard Operating Procedures (SOPs) concerning fund governance and procurement.
Kualifikasi
- Bachelor’s Degree in Accountancy, Finance, or a related discipline; CA Singapore, CPA, or ACCA accreditation preferred.
- Minimum 5 years of relevant accounting or financial management experience, preferably within non-profit, healthcare, or public sector domains.
- Demonstrated expertise in fund accounting, charity financial governance, and donor-restricted capital management.
- Working proficiency with SAP ERP and advanced data modeling skills in Microsoft Excel.
- Strong interpersonal and stakeholder management capabilities across clinical, administrative, and executive groups.
- Sound knowledge of Singapore Financial Reporting Standards (SFRS) and Charities Accounting Standards (CAS).
- Strong analytical, problem-solving, and project management skills with exceptional attention to detail.
